The book is intended for Health, Safety & Environment managers, sales managers of companies, environmental co-ordinators, business managers and inspectors and advisors in the field of environment and safety. Dr. J.A.S.J. (Hans) Razenberg is director of technical affairs at NVZ, the association for the detergents industry. He is actively involved in national and international developments of the legislation for substances and preparations. As the industry spokesperson for NVZ, Hans Razenberg has been involved in the development of REACH. Ir. D.A. (Doeke) van der Schaaf works for TNO Quality of Life as REACH manager and project leader. His participation in the REACH Implementation Projects and the Dutch REACH impact study make him closely involved with REACH developments. Drs. A.W. (Arnold) van der Wielen is a senior policymaker with VROM (the Dutch Ministry of Housing, Spatial Planning and the Environment). The REACH Regulation that entered into force on June 1st 2007, obliges all companies to have a clear insight into the hazards and risks of chemical substances. Based on this knowledge, they need to take management measures. Producers, importers and downstream users each have to carry their own responsibility. This implies that they require knowledge about the hazardous properties of substances, insight into their use(s), an assessment of the risks involved with the identified use(s) and need to implement the necessary management measures. Moreover, intensive communication up and down the chain is necessary. In short, companies may easily get off the right track in the very complex matter of REACH.
