REACH - Het Europees Agentschap voor chemische stoffen (ECHA) heeft een geactualiseerde versie van het 'Richtsnoer voor registratie' gepubliceerd, in het Engels. Deze versie volgt uit de conclusies van het consultatieproces.

Cefic publiceert duurzaamheidsrapport
CHEMIE - Cefic, de Europese koepelorganisatie voor de chemische industrie, heeft haar eerste duurzaamheidsrapport uitgebracht. De chemische industrie in Europa wil een sleutelrol spelen bij het oplossen van de uitdagingen van de toekomst, zo blijkt uit het rapport.

Europese Raad scherpt controle op biociden aan
BIOCIDEN - De Raad van de Europese Unie gaat de controle op biociden aanscherpen. De Raad heeft een verordening aangenomen aangaande het op de markt brengen en gebruik van biociden (PE-CONS 3/12). Dit betreft insecticiden, desinfecterende middelen en insectenwerende middelen, maar geen medicijnen en agrarische pesticiden. De verordening zal vanaf 1 september 2013 van kracht zijn, met een overgangsperiode voor bepaalde bepalingen.

ECHA accepteert groepskennisgevingen C&L van derden
CLP - De Europese Commissie heeft bepaald dat het Europeese Agentschap voor chemische stoffen (ECHA) derden mag toestaan kennisgevingen van indeling en etikettering ('Classification & Labelling') in te dienen. Dit is krachtens artikel 40 van de CLP-verordening.

ECHA consults on five harmonised C&Ls [2012/0034]
ECHA has launched a consultation on five proposals for harmonised classification and labelling (HCL). The substances covered are: Isoxaflutole; Tembotrione; Metosulam; Potassium sorbate, which is proposed as a skin irritant, serious eye irritant; and Tetrakis(2,6-dimethylphenyl)-m-phenylene biphosphate, for which the proposal foresees removal of the classification "aquatic chronic 4".

EU Commission publishes decision on dichlorvos as biocidal active [2012/0033]
The European Commission's decision on the non-inclusion of dichlorvos for product type 18, insecticides, acaricides and products to control other arthropods, in Annex I, IA or IB of the biocidal products directive has been published in the Official Journal.

ECHA accepts group notification to the Classification and Labelling Inventory for companies who are not themselves manufacturers or importers [2012/0032]
The European Commission has clarified that ECHA may allow third parties, such as Only Representatives (ORs) appointed under the REACH Regulation, to submit C&L notifications under Article 40 of the CLP Regulation. This is possible, provided that the importers remain responsible for the notification and the system is enforceable.

Carcinogenic chemicals on the EU market dodging EU law [2012/0030]
Chemicals which have been recognised by the EU as causing cancer, DNA mutations or damage the reproductive system (CMR substances), need to be registered by law if produced or imported into the EU above one tonne per year. However many of these substances, known to be in use a couple of years ago, have still not been duly registered. ChemSec now urges EU member states and the European Chemicals Agency (ECHA) to investigate if a large number of highly hazardous chemicals are being produced and used in the EU illegally.

REACH coördinator Pieter ter Haar houdt zich bezig met de implementatie van REACH en CLP binnen zijn bedrijf. Hij vindt dat het bedrijfsleven inmiddels goed doordrongen is van REACH en CLP, en de overheid vervult haar informerende rol goed. Hij vraagt zich wel af hoe de samenwerking tussen deze twee partijen zich zal ontwikkelen.
